E-payment system payment under e-payment scheme will be limited to payment of freight charges.

Ref: (i) Rates Master Circular/E-payment/2019/0 dt.27.08.2019 (ii) Board's letter No.TC-l/2021/104/efile/Epayment(3342227) dt, 02.03.2021 (iii) Board's letter No.2023/104/efile/2 (3450827) dt.20.12.2023 (iv) SECR's letter No. C/SECR/BSP/E-payment/Efile-52695 dt.03.01.2024 Please refer to SECR's letter [under reference(iv)], wherein railway has mentioned that there is no restriction for collection of freight charges including ancillary charges accrued at the time of preparation of RR through e-payment system and it has no relation with execution of supplementary e- payment agreement with the customer. Railway has implemented this system and has sought Board's guidance in this regard. In terms of extant guidelines vide Rates Master Circular/E-payment/2019/0 [under reference(i)J, payment under e-payment scheme will be limited to payment of freight charges. An e-payrnent agreement will be entered between Zonal Railway, Bank and Customer to authorize the Bank to collect funds (freight charges) from the customer's (consignor or consignee) bank account maintained with them and transfer the same to Railway's Account. Railway may consider payment of other charges through e-payment at a later stage. Vide circular dt.02.03.2021 [under referencetiii], it has been decided that payment of ancillary charges may also be realized through e-payrnent system. Zonal Railways may permit customers to make payment of ancillary charges through e-payment system by entering into a supplementary agreement. On receipt of a reference from ECR mentioning that NTPC is not ready to sign e-payment agreement with regard to payment of ancillary charge, vide Board's letter dt.20.12.2023 [under reference(iii)} it has been advised that in the guidelines there is no mention regarding boundation of freight customer for payment of ancillary charges through e-payment system. The matter has been reviewed and it is to state that the spirit of extant guidelines is that under e- payment system, freight charges (including ancillary charge like Demurrage, Siding Charge, Shunting Charge etc.) reflected in Railway Receipt should be collected through e-payment mode. Ancillary charges, which are not reflected in RR and being collected through other mode of payment, customers may be given the option to make payment of such charges through e-payrnent mode, by executing supplementary agreement.
