) International Maritime Dangerous Goods (IMDG) Code

i) Rates Circular No.10 of 2005

Rules for conveyance of explosives and other dangerous goods are laid down vide Railway Red Tariff No.20.

International Maritime Organization (IMO) has published Intemational Maritime Dangerous Goods (IMDG) Code for

Rates Circular No.10 of 2005, instructions have been issued for transportation of international containers
dangerous/hazardous/offensive goods (which are not covered in Red Tariff) by following the norms prescribed in
code.

The matter has been examined and following guidelines are laid down for movement of dangerous/hazardous/offensive
goods in containers by rail -

The dangerous/hazardous/offensive commodities imported in international containers should follow all the
norms prescribed in IMDG code.

The IMDG conditions for packing, quantity etc. should not be altered or interfered with and the same
international containers/wagons with seal and packing intact should be transported by rail.

Transportation of dangerous/hazardous/offensive commodities in containers meant for export should also
follow all the norms of IMDG code.

Transportation of explosives and other dangerous goods in domestic containers should follow the rules
prescribed in Red Tariff. In case any commodity is not included in the Red Tariff, a self contained proposal
should be sent to Board for inclusion duly mentioning packing condition, quantity etc.

‘The Container Operators should provide isolated safe and secured place, observing necessary “Clear Safety
Zone” in the Container Depots for temporary storage of containers till the clearance/disposal of such
dangerous/hazardous/offensive commodities.

Presently, the consignor submits undertaking in the Forwarding Note with regard to transportation of
dangerous goods by rail. In case of EXIM traffic, the consignor should submit following additional
undertaking ~

"| do hereby certify that I will comply with all the provisions & guidelines of IMDG code published by
International Maritime Organisation for transportation of dangerous/hazardous/offensive goods in
international containers/;wagons and undertake 1० accept all the responsibility in case of any mis-happening
during loading/unloading and transportation of such goods by rail"

(vii) Zonal Railways should apprise about the aforesaid guidelines to all freight customers including container train
