Sub: Rake formed by combination of tank containers loaded with bulk cement and normal containers loaded with bagged cement

Ref: SCR’s letter No.C307/Haulage charge/Revision of rates/Vol.I dt.06.01.2025 (copy attached)

A reference has been received from South Central Railway forwarding therewith a representation of M/s My Home Industries Pvt. Limited wherein it was requested to allow rate at haulage charges per TEU basis (i.e. FAK rate) for the combination of rake formed by 50 tank containers loaded with bulk cement and 40/30 normal containers loaded with bagged cement.

The issue has been examined in consultation with Traffic Transportation Directorate in Ministry of Railways. It is clarified that there is no restriction on running of combined rake formed by tank containers loaded with bulk cement and normal container loaded with bagged cement and charging in such cases may be done based on applicable haulage charge for each container. However, it is also clarified that in the case of empty movement of such rakes, the discount applicable on haulage charges of empty tank containers in terms of Corrigendum No.10 to Rates Circular 20/2018, is applicable for full rake of empty tank container.

1. Interms of Para 1.2.6 of Railway Board’s compendium issued on CRT/Haulage Charge/Hub&Spoke, “If 50 or less than 50 containers (TEUs) in a rake are loaded with any of the notified commodity groups either asa single commodity or mixed with other commodity (including other than notified commodity), Haulage Charge for such container will be levied as per prevailing Haulage Rate per TEU.

9. In terms of Para 1.2.10 of Railway Board’s compendium, issued on CRT/Haulage Charge/Hub&Spoke, (corrigendum no.13 on to CRT/Haulage Charge/Hub&Spoke) Bulk cement (cement in loose form) when transported in tank containers will be charged at Haulage charge per TEU.

3. M/s My Home Industries Private Limited vide their representation cited under reference (2), has submitted that they are planning to load full rake consisting of Bulk cement in 50 Tank containers (Cement in loose form) and bagged cement in 40/30 normal containers and requested for charging at Haulage rate per TEU. Further, they have given a traffic commitment to load upto 20,000 MT per month and this loading is likely to be commenced from the 3rd week of January, 2025 . .

In view of the above, it is requested to please consider this case and enable

necessary provision in FOIS to obtain the rate on Haulage charge per TEU basis for the combination of a rake to be loaded with bulk cement in 50 tank containers and bagged cement in 40/30 normal containers as detailed at Paras (1) to (3) above.

This has got the approval of PCCM.
