(ii)Board 's letter No.TC-1/2012/101 /I dt.31.01.2020 Please find enclosed herewith a copy of WR's letter No.C256/4/TMS(F0IS)/E- demand/372565 dt.23.02.2023 regarding placing of indent in case of salt traffic with valid certificate and for making temporary local variation(submission of Forwarding Note within time limit of 48 hours) to check bogus indenting.
Extant guidelines for placing indent in case of salt traffic under e-RD are prescribed vide Para 7.1.l(c) of Board's circular under reference(i) which says- " .... the customer will upload scanned copy of certificate validated (i.e. signed and stamped) by concerned Salt commissioners' office while registering rake requirement in e-RD ...... ". Further, vide Board's letter under reference(ii), Zonal Railway may notify guidelines for acceptance of indents keeping in view the local condition and FOIS/CRIS will incorporate the same in the system.
In view of above, FOIS/CRIS may please take necessary action in coordination with the Zonal Railway.
This issues in consultation with Traffic Transportation directorate of Railway Board.

***** With reference to above, there are many complaints received regarding bogus indenting of Priority
- D salt traffic in online demand on Ahmedabad division of this Railway.
In this connection, this Railway letter under reference (vi) may kindly be linked (copy enclosed for ready reference), wherein detailed procedure for acceptance of indents for refined/non-refined salt under priority 'D' had been sent for deliberation.
As per guidelines of Railway Board issued vide above referred letter at (i) & (ii) dated 17.01.2006 and 24.05.2006, 'No indent for human consumption salt rake will be accepted without the valid certificate issued by the Salt Commissioner or his authorised agents.' Previously, in the regime of manual indenting, customer was coming with forwarding note signed by representative of Salt Department. Accordingly, genuineness of Forwarding Note was confirmed by goods clerk and demand was placed.
In present module of FOIS, for placing of demand in Priority - D traffic no facility for uploading for any document is available. Customer is placing e-Demand through his e-Demand ID. As per guidelines issued by Railway Board vide letter No. TC-I/2019/101/1 (33318665) dated 14.01.2022, "on completion of loading, the e-Demand customer or his/her agent will show the e-Forwarding Note and the document provided by him in acknowledgement of successful registration of demand on his/her mobile/laptop/tablet to the Goods clerk.
