GOVERNMENT OF INDIA (भारत सरकार) MINISTRY OF RAILWAYS (रेल मंत्रालय) (RAILWAY BOARD रेलवे बोर्ड) No.TC-1/2015/104/5 New Delhi, dt.: of 10.2017 CPM FOIS Camp: CRIS, Chankyapuri New Delhi Sub: e-Payment system Ret: Board's letter No. TC-1/2015/104/5 Pt. dt.12.09.2017 Please refer to FOIS” letter No.CAO/FOIS/94/Main/E-Payment/2013 dt.22.09.2017 wherein FOIS have requested zonal railways to discontinue the manual system for transmission of e-payment agreement documents to FOIS/CRIS and to follow EPACS module only. In this regard, it is to state that the intention of Board’s letter under reference was not to discontinue manual transmission of e-payment agreement documents to FOIS/CRIS but to gradually shift towards electronic uploading of the same under EPACS module. Further. zonal railways were also asked to intimate Board if any issue/difficulty being faced by them while doing the same. NR vide letter No.36-RD/295/E-pay/2017/EPACS dt.22.09.2017(copy enclosed) has highlighted certain technical issues regarding submission of e-payment agreement documents to FOIS/CRIS under EPACS module. CRIS/FOIS may take appropriate action to resolve the issue raised by Railway. Ref: - Your office letter dated 12.09.2017 In reference to your office letter cited above, on the quoted subject the following modifications are recommended in order to reduce the difficulties while working with EAPCS:- e There is no option for submitting LC/BG separately. There should be separate mode for submitting LC/BG as available in case of Tripartite agreement, Zonal Letter and AnnexureiC. e In some cases the file becomes heavy due to large no, of pages which results in non acceptance to file in EAPCS.
