Sub: Exemption from weighment in case of HR/CR Coil and other steel consignments

Ref: Rates Master Circular/Weighment/2014/0 dt.11.07.2014 and Addendum No.2 dt.29.09.2015

Please refer to SWR’s letter No.C.613/weighbridges ४०.12 dt.20/21.10.2016 seeking clarification regarding exemption from weighment in case of steel bars, wire rod coils, HR/CR sheets which are sold based on mill weight and which contain Excise approved stickers.

The matter has been examined. It is to state that the guidelines regarding exemption from weighment in case of HR/CR coil and other steel consignments are prescribed vide Paras 3.2 and

3.2.1 of the Rates Master Circular under reference.

Para 3.2 says that steel consignments which have been pre-weighed on certified mill- scales prior to getting loaded in Railway wagons and bear marking of Central Excise and/or Customs Department need not be subject to mandatory 100% weighment at EIMWBs. However, 5% of wagons loaded with such consignments may be weighed by way of sample checks”.

The issue raised by SWR is covered under the afore-said guidelines and railway may take

action accordingly.
