सं/No.SA/C.170/OPH/Digitalization/2024 ᳰदनांक/Date.22.11.2024 PRESS RELEASE Indian Railways is introducing a major convenience for Divyangjan passengers by digitizing the process of issuing concession identity cards. Previously, these cards were issued manually, requiring passengers to visit Railway offices in person. Now, Divyangjan passengers can apply for and receive their ID cards online, eliminating the need for physical visits.

The URL for online Divyanjan ID application is:

This feature has been implemented across Indian Railways as a Pan-India initiative.

Passengers can now submit their applications online along with scanned copies of the required documents to obtain or renew their concession identity cards.

Eligibility Criteria for Divyangjan Passengers:

Divyangjan passengers in the following categories are eligible to apply for the issuance or renewal of their photo ID cards to avail of concessional rail tickets:

1. Person with Visual Impairment with Total Absence of Sight

2. Mentally challenged persons.

3. Person with Hearing and Speech Impairment Totally (Both Afflictions Together in the same person).

4. Orthopedically Handicapped/Paraplegic Person/Patients.

Key Features and Benefits:

 Online Convenience: Divyangjan passengers no longer need to visit railway stations or divisional offices for submitting applications or collecting ID cards.

 Easy Application Process: Applications can be completed online, and once approved, passengers can download their digital ID cards.

 Seamless Ticket Booking:

o Reserved Tickets: Concessional reserved tickets can be booked at ticket counters or via the IRCTC website.

o Unreserved Tickets: Concessional unreserved tickets can be booked at ticket counters or using the UTS on Mobile app.

 For any issues, user may register their complaints at https://pgportal.gov.in.

This initiative aims to make the process more accessible, efficient, and time- saving for Divyangjan passengers. All eligible passengers are encouraged to utilize this online platform to obtain their concession ID cards conveniently.

A simple user manual for applying for the digital ID card online is enclosed herewith for reference.

DIVYANGJAN CARD USER MANUAL Applicants Please Note: The application is currently available only for applicants whose case will be processed by Mumbai (CSMT), Secunderabad (SC), Hyderabad (HYB), Chennai Central (MAS), Delhi (DLI), Ambala (UMB), Moradabad(MB), Lucknow (LKO) and Firozpur (FZR) divisions. Processing division is based on the State and railway station nearest to the hospital from where applicant has obtained the railway concession certificate.

Divyangjan Passengers in following categories are eligible to apply for issuance/renewal of Photo ID card (to avail concessional Rail tickets across IRCTC/Counter):

1. Person with Visual Impairment with Total Absence of Sight

2. Mentally Retarded person who cannot travel without an escort.

3. Person with Hearing and Speech Impairment Totally (Both Afflictions Together in the same person).

4. Orthopedically Handicapped/Paraplegic Person/Patients who cannot travel without the assistance of an escort.

1. First time applicants are required to sign up using "New User" option.

2. While creating the User, it is required that the STATE and Nearest Railway station (station which is nearest to the certificate issuing hospital) is chosen properly so that the case is forwarded to the correct Division for further processing.

3. Aadhaar validation is non-mandatory and user can register without providing Aadhar id also.

4. Applicant should have a valid phone number.

5. Once the user is registered, the applicant can login using registered Mobile number and submit the required details.
