Sir/Madam, Rewritten, abridged and modernized versions of Chapters I to XIV of the Indian Railway Commercial Manual (IRCM) have been prepared as part of the ongoing exercise for revision of the IRCM. Each rewritten chapter is preceded by an Executive Summary, containing the Preamble, Summary of Changes and Audit Summary, so that the nature of changes made and the rationale thereof are available at a glance. The revised Chapters 1 and 2 have already been examined, discussed and approved by the Committee of Retired Officers constituted for revision of IRCM. In order to benefit from field-level experience and to further strengthen the revised provisions, it is requested that the enclosed redone/rewritten Chapters I to XIV may kindly be reviewed in detail at your end and comments/suggestions, if any, for further improvement may be furnished. The feedback may please be sent to this office within a stipulated timeframe of 24.04.2026, so that the same can be duly examined and, wherever found appropriate, incorporated in the final version. While this consultation process is underway, work on rewriting remaining Chapters onwards is also in progress. This may kindly be given due priority.
