Sir/Madam, Rewritten, abridged and modernized versions of Chapters of the Indian Railway Commercial Manual (IRCM) have been prepared as part o f the ongoing exercise for revision o f the IRCM.

Each rewritten chapter is preceded by a n Executive Summary, containing the Preamble, Summary of Changes and Audit Summary, so that the nature of changes made and the rationale thereof are available a t a glance. The revised Chapters 1 and 2 have already been examined, discussed and approved by the Committee of Retired Officers constituted for revision of IRCM.

In order to benefit from field-level experience and to further strengthen the revised provisions, i t i s requested that the enclosed redone/rewritten Chapters I to XIV may kindly be reviewed in detail a t your end and comments/suggestions, if any, for further improvement may be furnished.

Since the revision of the Indian Railway Commercial Manual (IRCM) is presently being undertaken at IRITM, it is submitted that, in the larger interest of the exercise, the chapters of the existing IRCM (Volumes I & II) may be circulated to the Zonal Railways for comments, as was done in the case of the Operating Manual.

Some inputs in this regard have been received earlier through ZRTIs; however, their scope remains limited. A structured, time-bound consultation with Zonal Railways would enable incorporation of wider field-level experience and result in a more robust and comprehensive revision than what could be achieved by IRITM working in isolation, or just with the inputs given by Z
