Sub: Strategic Preparedness for Events with High Passenger Footfall

Indian Railways regularly experiences significant passenger surges due to both fixed cilendar events and predictable gatherings such as local festivals, melas, recruitment examinations, and sports events, These occasions offen result in overcrowding at railway stations and trains, leading to operational challenges such as difficulty in managing crowd movement, inconvenience to bona fide passengers, potential stampede-like situations, an increased demand for additional train services, etc.

2. To ensure full preparedness and efficient crowd management during such events, tt is imperative to adopt a well-coordinated strategy at the divisional level. As a first step, cach division must prepare a detailed list of upcoming events with an assessment of expected crowd size and their likely impact on railway operations, This proactive approach will help all concemed departments and officers remain well-informed and equipped to address operational challenges effectively.

3. Accordingly, divisions should he advised to direct Senior Divisional Commercial

, Managers (Sr. DCMs) and Senior Divisional Security Commissioners (Sr. DSCs) to jointly compile this list at least three weeks in advance on a continuous basis. Additionally, they must conduct a realise assessment of expected crowd movement, its likely impact on the Tailway system, and potential disruptions to train operations. Such assessments should take into account key factors such as passenger origination and destination patterns, challenges faced during past events, and existing preparedness measures.

4. To effectively handle these scenarios, a joint action plan should be developed in coordination with the Operating, Commercial, Security, and other relevant departments. The action plan must encompass essential provisions such as designated holding areas for crowd management, the operation of special trains, deployment of additional security personnel, opening of supplementary tickel counters, ensuring effective ticket checking ete to prevent unauthorized persons from using the railway services, etc,

5. Given the importance of these measures in ensuring smooth passenger movement and enhancing safety, necessary instructions may be issued to all concerned for immediate implementation. Close monitoring, penidic reviews, and proactive coordination among departments will be essential in mitigating any disruptions and maintaining seamless railway operations during such high-foottall events.In view of recurring high passenger footfall during events such as recruitment examinations, melas, festivals, and other predictable gatherings, it is imperative to proactively devise a coordinated strategy for crowd management and passenger safety.
