Sub: Availability of Special First Aid Kits with TTEs in coaches for the use
of railway passengers in emergency during the journey.
Ref: (i) Rly. Bd's letter no. 2016/H/Treatment Facilities dt. 23.03.2018.

Vide referenced letter dt 23.03.2018 (ref.i), Zonal Railways were advised that
Emergency Medical Boxes are to be kept at all stations and in all passenger trains. In
addition, Prayagraj division, North Central Railway have initiated provision of
special first aid boxes to Train Ticket Conductors in trains in order to minimize
detention of train and provide prompt medical attention to the passengers.

_ ५.7 Accordingly, the competent authority has decided that a pilot project of 12
'. rhonths may be initiated over Northern and North Central Railway wherein in
passenger trains, all TTEs on board may be provided with special First Aid Kit
having general medicines, which can be provided to needy passengers in case of
fever/weakness, stomach pain, vomiting, injury, loose motion, headache & body
pain, etc. A copy of operating instructions along-with list of medicines in this regard
is enclosed.

The instruction issued to all the Zonal Railways vide Board’s letter no.
~ 2024/TG-IV/18/Misc./6 dt. 27.05.2024 enclosing JPO indicating that the custodian
of medical boxes should be TS/TTE may please be considered amended.

This issues in consultation with Health Directorate in Board’s office.

Pilot project for availability of Special First Aid Boxes/Kits with TTEs

OPERATIVE INSTRUCTIONS

Pilot project for 12 months on Northern and. North-Central Railways only.

All TTEs on board may be provided special First Aid Kits which have general
medicines, which can be provided to needy passengers specially in case of
Fever/Weakness, Stomach pain, Vomiting, Injury, Loose Motion, Headache
& Body Pain, as these cases are in majority. , | 7

- Since the items of these special Kits are limited, these Kits will be provided in
addition to providing Medical Boxes as per ‘letter no. 2024/TG-
IV/18/Misc./6 dt. 27.05.2024 in all passenger carrying trains.

A committee may be nominated by PCCM and PCMD from concerned ZRs

for initiating the implementation’ and monitoring outcome of. the. pilot

The list of medicines to be provided in Special First Aid Kits is attached.

The medicines including tablets and injectables provided in these First Aid
Kits will be used by qualified allopathic doctor who may be traveling in the
‘train. Other first aid material provided including tablet Paracetamol (for
Headache/Fever) can be used by. a first aid trained person. This may be
ensured by TTE on board.

Funds for procurement of medicine will be provided by Health Department.

Necessary additional funds to be ensured by respective zones against

appropriate head of allocation.
