Sub: Unreserved Ticketing System (UTS)-Prevention of probable

frauds.

Instructions have been issued from time to time elaborating. steps to be
taken by zonal Railways to prevent irregularities in issuing of unreserved tickets
through Unreserved Ticketing System of Indian Railways. However, still an
instance has been detected where unscrupulous elements were apprehended for
tampering the already issued unreserved tickets of low value into high money

value tickets.

2. The matter has been examined and it

is desired that following guidelines

should be adhered to by the zonal railways as part of their action plan to prevent

misuse of UTS by unscrupulous elements:

i, Instructions have already been issued vide letter no, 2016/ C&IS/ Project
(Thermal prn/100 dated 27.07.2016 for proliferation of thermal printers
actos all the UTS counters of Indian Railways. At present only around
3,000 UTS counters out of a total of 11,000 UTS counters have a provision
of thermal printers. The thermal printers must be provided in a time bound

‘manner

priority being given to those stations having a large number of

long distance mail express trains. It is also necessary that stationery being

tused in thermal printers should be as per the approved specifications,

ii, Regular monitoring of “Detailed transaction checklist report summary”
(DTC) reports of UTS needs to be done at the Zonal and divisional levels to
identify repeated cases of cancellation/ Non-Issue of high value tickets at a
particular location’ particular operator and such cases to be enquired in

detail,

iii, Suspected! regular cases of cancellations of high value tickets should also be
cross-checked by the counter manning staff to establish the genuineness of

reason for cancellation.

iv, Misprinted tickets should not be issued by manually writing journey details
and countersigning. If such tickets are detected, the same should be seized

by the ticket checking staff,

¥. All money receipt/ license fee collection ATVM recharge ete. must also be
monitored and tallied with DTC report and must be ensured that the same

are being issued through UTS only.

vi. It should be ensured that all the booking clerks) supervisors log into the
system using their own IDs. Further, at small stations or during night shifts
where single/ limited number of staff exercises the powers of the operator,
supervisor or the administrator, unique IDs of the same individual need to be
generated and the person exercising it should be fully responsible for such

operations.

vii, The network connectivity failure issues for UTS should be monitored at
Zonal as well as Divisional officers’ level to ensure timely synchronization

of ticketing transactions,

viii, Provision of high resolution CCTVs inside and outside of the UTS booking
office should be done for monitoring/ investigation of unscrupulous

elements, with priority being given to NSG I to NSG 4 stations,

ix, Regular passenger awareness announcements should be made at stations
especially during peak rush periods to educate passengers to purchase
unreserved tickets from UTSonMobile app/ ATVMs/ booking counters etc

x. Deployment of ticket checking staff to check unreserved coaches and
collection of tickets should be done on regular basis to monitor cases of

fraudulent

cts being sold to the unreserved passengers. Further, the

system of ticket collection at gates should also be strengthened. The
collected tickets should also be monitored/ cross checked by the TIA, CML
and other officials. TTEs deployed to check unreserved coaches should

verify ticket details through TTE app.
