Sub: Non-Charging of Passengers in special cases of TDR filing
Ref: (i) Letter no. 2024/TG-V/1/1 dated 16.05.2024

Instructions regarding travel after filing of Ticket Deposit Receipt were issued vide
this office letter no. 2023/TG-V/1/1 dated 16.05.2024, wherein it was instructed that if a
passenger is found travelling on reserved accommodation, after filing TDR and labelling in
Hand Held Terminals (HHTs), he/she will be treated as travelling without ticket.

2 It is clarified that the provision of charging mentioned in instructions dated
16.05.2024 referred to above is applicable only for those cases where passenger has filed
TDR for cancelling the ticket and refund is being applied according to the case where the
passenger would not be boarding the train. Such cases include a passenger cancelling a
ticket when the train is running more than 3 hours late or when passenger is not willing to
travel due to non-attachment of coach of the class in which the ticket was booked or non-
confirmed passengers being cancelled on a partially confirmed ticket etc.

2.1 However, the cases of filing TDR where passenger is allowed to travel and is only
seeking refund of the difference of fare such as on account of AC failure or non-attachment
of coach of the class in which the ticket was booked but is willing to travel in lower class or
where the ticket was partially confirmed and the non-confirmed passengers did not travel
etc. may be handled as per extant guidelines.

3. Necessary instructions may be issued to all concerned and receipt of this letter may be
acknowledged.
