Sub: Streamlining of Parcel traffic.

The following should be implemented by the Zonal Railways on immediate basis:

“Tt has been decided that all manual booking of parcels will be discontinued w.e.f.

01.11.2024. No parcel should be moved without booking, scanning and bar-coding from
any PMS location except with personal approval of PCCM under exceptional
circumstances where stationery/ machines/ terminals are not operative because of certain
valid reasons.

In case, Zones want to include new PMS location, the same may be advised. Similarly, in
case of less traffic, the PMS location(s) can be closed as well, where parcel office is
proposed for closure.

Zones can also utilize the facility of creating a proxy location in the PMS. Proxy locations
can be identified where only future parcels are located on a seasonal basis. Zones can be
in touch with CRIS to enable such proxy locations.

Similarly, Zones may also identify cluster location(s) for Inward Traffic for a particular
parcel location, so as to curb instances of over carriage of parcels by enabling delivery of
parcels in PMS at such cluster location(s).

CRIS has enabled new MIS reports on the following:

Packages booked 7 days back but not loaded,

Packages loaded in a train in which destination station is not on the train route,

Packages loaded in violation of the Loading guidance (primarily to breach ODR), and
Packages loaded for the station during last 7 days, but not unloaded (over carried or not
scanned).

5.1 Zones may encourage Divisions to frequently analyze these reports for effective

implementation of parcel business.
Action taken on the above may also be intimated to this office.

Matter may be treated as MOST IMPORTANT.
