Sub: Policy for utilization of BCN/ BCNA stock for carriage of Parcel Traffi In order to achieve the twin objectives of meeting the demand of customers and of gainfully utilizing the covered stock of IR (BCN and BCNA), a policy has been tormulated to enable loading of BOG especially FMCG/ FMCD and other White Goods (which are generally volumetric in nature), in these stocks. This product has potential for maximizing the traffic and revenue. The guiding principles of the said policy are as follaws:- L.1 The seeme permits loading in BCN and RCNA wagons which are lying idle and Parcel Vans are not available. The scheme shall be applicable against the VP indents, For the purpose, BCN and BCNA wayons will be considered as Deemed VPs, A record of such loading may be maintained. 1.2. If the customer is willing tw loud such Deemed VPs, the loading may be allowed ‘against such indents subject to the following conditions: i. Commodities permitted: White Goods such as home‘eleetrical appliances, glass ware, medicines, Milk products including chocolates, FMCG, FMCD, ‘textile Garment, Spices, yam, furniture ii, Charging: For such Deemed VPs, freight shall be charged at Seale“P" iii, Charging weight for deemed VP shall be 14 tonnes or actual load whichever is higher, iv. The minimum composition of BCNIBCNA wagons shall be 30 wagons, ¥. Zonal Railways shall ensure that the wagons to be supplied against the Deomed VPs must be in good condition, and fice fom any traces of previous loaded consignments viz. cement, coal, ete vi In case of mini rake indent, if the 42 BCN/BCNA empty rake is supplied, the Temaining wagons can be allotted for loading against VP indents, This helps in effective utilization of capacity and throughput. vii, All such loading will follow the extant weighment rules. viii, Zonal Railways shall conduct surprise checks from time to time to ensure that only the commodities listed under the policy are being loaded in such wagons ix.
