Ministry of Railways (Rallvay Board) have constituted 8 Commie vide
order No. ERB/202423/3 dated 07.06.2024 (copy enclosed) (0 examine various
isaes rwlated to development of comprehensive policy for Station Facility
Management at the newly developed stations under Amit Bharat Station Scheme
“The Terms of Reference ofthe Commitee ae re- erated as under-

|. Toexamin exining elevant policies related to various facilites and earning
opportunities at stations;

li, To-evole viable commercial model taking into consideration potent
expenditure and revenue Nows and operation and maintenance of station
facies and

i, To identity inclusions and exclusions.

2 During the meeting of the aforesaid Commitee held on 05.07.2024, it has
teen decided to ceclate the Station Seva Anubandh PoC Framework dated
23.01.2024 (copy enclosed) fo all Zonal Railways to seek comments alone
‘with बज पान inputs as pr aforesaid Terms of Reference. The inputs from
Zooal ‘Railways will shape the proposed policy of Station जिला
Management at Amit Bharat Stations.

3. Zonal ralvays are requested to provide comprehensive feedback ia
consultion with a wide network of stakeholders andthe concered Zonal
departments. Inputs on seope of activites, exclusions from SEM,
implementation modalities of SFM, avanding of SFM conc, tenure
payment and escalation of annual fe, termination snd ent clauses etc. and
‘ater polly inpus may be provided taking into account seope of actives at
stations, viability, market dynamics and test practices.
