Dear Shri Jain

Sub. : IR’s Plan for “Mission 3000MT” Originating Freight.
Ref. : Railway Board’s Order No.ERB-I/2022/23/30 dated 28-04-2022.

Ministry of Railways (Railway Board) has constituted a Multi-Disciplinary
Committee to deliberate and submit their recommendations/action plan to achieve
ambitious target of freight loading of 3000 MT per annum by 2027 by undertaking
enabling measures like augmentation/upgradation of network, signalling & traction
system to enhance capacity and proliferating /upgrading rolling stock etc. The committee
has to submit recommendations within 10 days.

2. General Managers are requested to consult all internal & external stakeholders
and submit their inputs on the following areas for their respective Zonal Railway :-

(1) Capacity Enhancement works required for achieving 3 times the present
loading in Zonal Railway in terms of new lines/doublings/34-4th
lines/GC/Yard remodelling works/2x25kv works/25T upgradation /long
haul operation/traffic facility works/terminal improvement works/de-
bottlenecking works etc. alongwith target date for their completion. For this
purpose, works can be divided into :-

(a) Already sanction works; &
(b) New Works required to be sanctioned.
(ii) Strategy for inducing modal shift from road to rail.
(iii) Suggestions related to marketing strategy /pricing etc.
(iv) Suggestion on Wagons & Locos.
(v) Any other enablers needed (administrative, Delegation of Power)
3. The above information/inputs and views must be communicated urgently to the

undersigned latest by 6५ of May, 2022. Further deliberations if required will be carried
out by VC.
