Sub: Master Circular on “Gati Shakti Multi-modal Cargo
Terminal (GCT)”.

No.2021/TC(FM)/18/23 dt.15-12-2021,

Railway Board vide letter cited above advised that -

» In order to boost investment from industry in development of additional
terminals for handling rail cargos, a new “Gati Shakti Multi-modal Cargo
Terminal (GCT)” policy has been framed.

» All new as well as under-construction/under-approval Cargo Terminals
(approved/proposed under “Private Siding” or Private Freight Freight
Terminal policies) shall be covered by this “Gati-Shakti Multi-Modal
Cargo Terminals (GCT)" policy.

» Existing siding/terminals can also migrate to this new GCT policy by
submitting request to division.

please be downloaded from www.indianrailways.gov.in in Traffic Commercial
Directorate - Freight Marketing Criculars under Master Circulars, which consists of
76 pages. ,

Divisions are hereby advised to examine the Master Circular and take
necessary action. However, any clarification on Master Circular regarding “Gati
Shakti Multi-modal Cargo Terminal (GCT)" may please be apprised to this office, so
as to refer the matter to Railway Board.

Sub: Master Circular on ‘Gati Shakti Multi-modal Cargo Terminal (GCT)’.

Ref: (i) Private Siding Policy issued vide Freight Marketing Circular no. 11 of 2016
under Board’s letter No. 99/TC(FM)/26/1/Pt. II dated 22.08.2016 and
amendments thereof.

(ii) Master Circular on Private Freight Terminal (PFT)/2020/0. Dated
23.06.2020 and amendments thereof.

In order to boost investment from industry in development of additional terminals for
handling rail cargos, a new ‘Gati-Shakti Multi-modal Cargo Terminal (GCT)’ policy has been
framed.

All new as well as under-construction / under-approval Cargo Terminals (approved /
proposed under ‘Private Siding’ or Private Freight Terminal policies) shall be covered by this
‘Gati-Shakti Multi-Modal Cargo Terminal (GCT)’ policy. Existing Siding / Terminals can also
migrate to this new GCT policy by submitting request to Division.

Private Siding / Terminal which opt to migrate in GCT policy will need to sign a
supplementary Agreement for this purpose. Private Siding / Terminal which do not opt to
migrate in new GCT Policy, will continue to be governed by their existing Agreement.

The policy is in supersession of existing Private Siding Policy 2016 (FMC 11 of 2016)
and Master Circular on Private Freight Terminal/2020 mentioned under references above.
