Sub: Liberalization in LSFTO/GPWIS/SFTO/LWIS policies — levy of ground usage
charges, transfer of ownership under GPWIS/SFTO/LSFTO, and signing of
LSFTO Agreement.

In order to bring a level playing field for privately owned rakes (GPWIS, LSFTO,
SFTO, LWIS) with respect to IR rakes, and to promote Ease of Doing Business, it has been
decided to make following amendments in the above mentioned schemes:-

(i) Amend para 11.2.3.6 and 11.2.3.7 of GPWIS Master Circular/2018 and para
11.1.1, 11.1.2 & 11.2.1 of GPWIS standard agreement (Annexure-I)

(ii) Amend para 3.6, 4.2, 6.1, 6.2, 7.3, 12.10.2.3(vi), 12.10.2.3.(vii) of LSFTO
Master Circular/2020 (Annexure-II);

(iii) Amend para 3.6, 6.6, 11.10.2.3(vi), 11.10.2.3.(vii) of SFTO Master
Circular/2018 (Annexure-III); and

(iv) Amend para 5.2.3.6 & 5.2.3.7 of Annexure ’B’ of LWIS Master Circular/2018
(Annexure-IV)

2. The above amendments are effective from the date of issue of this letter. Zonal Railways
are advised to take further necessary action for incorporating the same in the rake agreements.

3. CRIS is requested to carry out appropriate changes in FOIS in accordance with wy above,

Annexure-I

Amendments in GPWIS Master Circular and GPWIS Standard Agreement

AMENDMENT IN GPWIS MASTER CIRCULAR/2018

Para 11.2.3.6 in Chapter-III 11.2.3.6: Ground Usage Charge will be
levied at the prevailing rate of wharfage as
per provisions in Chapter-II of Rates
Master Circular Demurrage/wharfage
Waiver/ 2016/0 dt 19.05.2016 and
amendments/ corrigenda issued from time
to time.

11.2.3.6 Ground Usage Charge will be levied
on per train per hour basis irrespective of
the number of goods on the ground.

Ground Usage charge shall not be leviable
at Private Siding/PFT/GCT
