Ref: (i) Western Railway’s letter no. T 421/0/Policy, dated 05.10.2020.

(ii) Board’s letter of even no. dated 11.09.2020, 21.09.2020, 20.11.2020.

The matter raised vide letter under ref-(i) has been examined in consultation with Finance Directorate of Railway Board.

In this regard, attention is invited to the instructions contained in Board’s letters under ref-(ii). These instructions do not prohibit loading of Parcels from/to any intermediate station falling on the route of the train. However, Zonal Railways must ensure strict adherence to all commercial rules, procedures, and formalities (including weighment of consignments, issue of PW Bill, bar-coding of packages, etc) before permitting such loading. Operational feasibility and commercial viability, and overall financial interests of Railways, may also be duly considered. Parcels loaded/ unloaded at intermediate stations (under the provisions of advance booking) shall continue to be charged on end-to-end basis.

It is further advised that, since the feature of advance booking of Parcel space is not available in PMS, Zonal Railway may device suitable mechanism/guidelines to ensure that there is no double booking of space and no customer complaints on this account. Care shall also be taken to ensure that no parcel space gets wasted due to loading/unloading at intermediate station.

In addition to the above, all possible attempts shall be made to give Parcel space on long-term lease (especially in trains where demand for advance booking is more) — so that we may get long-term traffic commitment from the party/parties, at market determined rates.

This issues in consultation with the Finance Directorate of Railway Board, and with the approval of Competent Authority.
