Sub: Provision of catering services in Shramik Special Trains.

The subject issue has been examined in Board’s office and the Competent Authority has decided the following:-

1. IRCTC shall provide meals in Shramik Special Trains as per requirement for which reimbursement will be made at the rate of Rs 50/- (inclusive of GST) per meal inclusive of one litre of Packaged Drinking Water Bottle.

2. The number of meals provided on each train shall normally be either one or two meals depending upon requirements based on journey time. Hence reimbursement per passenger is not expected to exceed Rs 100.

3. IRCTC shall coordinate with Railways regarding running of Shramik Special Trains and plan for meal provision accordingly. Each meal shall include one litre of Packaged Drinking Water Bottle. The menu of the meals shall be decided by IRCTC which should be wholesome and hygienically packaged keeping in view food safety and hygiene norms. IRCTC shall maintain proper hygiene and quality of meals served.

4. A full accountal of meals in each train including the number of passengers travelled per train, name of stations with number of meals served, shall be maintained by IRCTC and the Station Superintendent/Manager of the concerned station where meals are served. PCCMs of the Zonal Railways shall also maintain a record of the number of passengers served train-wise along with details of meal provider.

5. Reimbursement to IRCTC for provision of meals in Shramik Special Trains shall be made by Northern Railway. Expenditure shall be booked to Misc. Advance Revenue under the Head of Account 121138 (MAR-COVID-Others) and debit would be transferred to other Railways as per advice of Board.

Necessary action must be taken in line with the above guidelines and IRCTC must put into place proper planning and monitoring mechanisms to ensure that satisfactory standards of catering are maintained.

This issues with the concurrence of the Finance Commercial and Finance Accounts Directorates of Ministry of Railways.
