Sub: Special drive to prevent damage of CTRB in wagons due to entangled 
tarpaulin, nylon ropes & wire etc. 
Ref:  RDSO letter no. MW/CTRB/GENL dated 27.05.2025 
 
Several cases of grease seal damage in wagons (especially in open wagons) due 
to entanglement of tarpaulin, nylon ropes & wire have been reported by Zonal 
Railways. It has therefore been decided to launch a 90 days special drive on 
the following:  
(i) 
Proper securing of covering arrangement & wagon doors to avoid 
any loose/hanging cover, rope, wire etc. at loading and unloading 
points to be checked by commercial staff at loading/unloading 
sidings. Report of drive should be sent to Railway Board and RDSO 
as per format given at Annexure-1B of RDSO letter under reference.  
(ii) 
Removal of all leftover, loose/hanging covers, rope, wire etc. to be 
checked by Mechanical staffduring yard examination of rakes. 
Report of the drive should be sent to Railway Board and RDSO as 
per format given at Annexure-2B of RDSO letter under reference. 
It is requested that PCCMs and PCMEs may be advised to launch the above 
safety drive at loading/unloading sidings and at examination yards.

On 18.05.2025 a case of grease seal damage due to entanglement of tarpaulin 
sheet was reported on CKP Division of South Eastern Railway. Wagon No. 22262358538 
BOXNHL was loaded with Clinker from MRLB siding in Raipur Division of SECR, on run 
tarpaulin used for covering BOXNHL wagon got entangled with wheel and damaged 
inner grease seal of trailing bogie trailing wheel set on RHS. Severe entanglement due to 
improper securing of tarpaulin sheet can be seen from the following photographs:

Similar cases of entanglement of tarpaulin sheet, nylon ropes used to secure 
covering sheets and rope/wire used for securing wagon doors are being reported 
regularly which are cause of serious concern for safe and reliable operation.

During a recent inspection of ROH Depot, NKJ on 10.05.2025, extensive damage 
to grease seals and other CTRB components due to similar entanglement of nylon 
ropes/wires have been noticed. Sample photographs are attached as Annexure-A for 
ready reference. These cases are primarily occurring due to non-standard method being 
adopted for securing of tarpaulin covers, wagon doors. Loosely hanging tarpaulin sheets, 
nylon ropes/wire etc. entangling with rotating wheel damages grease seal which 
ultimately leads to grease oozing and hot axle cases. Vide reference (ii) it has been
