Closure of doors of wagons of PCET's * Closure of doors should also be checked and ensured during GDR check and same
SOUTH WESTERN RAILWAY Divisional Office, Commercial Branch, Bengaluru-23. No. B/C 441/PCET/Misc./03/23 Date: 09.02.2023. CPSR/YPR, SUB: Closure of doors of wagons of PCET's. REF: Report of SMR/YPR dt. 09.02.2023. Today SMR/YPR at about 1000 hrs has reported that doors of 07 parcel vans of T. No. 00630 ICOD-YPR PCET was not closed after completion of unloading and release memo was given by the on-duty staff without verification of the same. On inquiry, the on-duty staff has informed that the rake was released at 0500 hrs after completion of unloading and he had personally verified that the doors of all the wagons are closed and same was also certified in the release memo. It is also learnt from the on-duty staff that few miscreants/trespassers are opening the closed wagons to move to the other end whenever the rake is stabled. It is noted from one of the image posted by SMR/YPR that both the doors in a parcel van were in open condition (which is most unlikely as only the door on the parcel yard is opened by the lease holder for unloading and the door on the off side generally remains closed) and it appears that few miscreants/trespassers have opened the door, as suggested by the on-duty staff. However, to avoid recurrence of such incidents and detention of PCET rakes on commercial account, all staff working at PO/YPR may be advised to personally verify that the doors of all the wagons are closed and same is certified in the release memo. RB instructions circulated vide Ir. No. 2018/M(N)/951/34 Pt. dt. 23.06.2020 regarding GDR check and door working is enclosed herewith for strict compliance. Encl: As stated. DCM/SBC Copy to: 1. DOM/C/SBC - for information and necessary action. 2. SMR/YPR - TNC may be advised to acknowledge the release memo only after physically verifying the doors of all wagons are closed. Accordingly, Zonal Railways are advised to take immediate action in the matter to ensure that various staff involved ensure the activities and responsibilities as given below: A. GUARD & DRIVER (CREW): e Henceforth GDR check will be required to be done in all cases of unloading/loading of rakes, irrespective of method of loading/unloading as well as type of BPC, so as to ensure all the doors and fitting of wagons have been properly secured and there is no possibility of them turning loose on run. * Closure
