Cleaning and sanitisation of Coaches- preventing spread of Covid-19 Proper cleaning of coach toilets and watering at CTS should be ensured.
GOVERNMENT OF INDIA MINISTRY OF RAILWAYS RAILWAY BOARD No. 2018/EnHM/08/02 New Delhi, dated 29.05.2020 General Managers All Zonal Railways Sub: Cleaning and sanitisation of Coaches- preventing spread of Covid-19 Ref: (i) RB letter No. 2019/M(C)/202/1 dated 16.03.2020. (ii) RB letter No. 2018/EnHM/08/02 dated 20.03.2020. (iii) RDSO letter No. EL/7.2.2 dated 22.05.2020. Railways will start operation of 200 mail/express services from 1* June 2020. Rajdhani type 30 special AC trains are already running. Linen, blankets and curtains are not to be provided in AC coaches. OBHS is to be provided in these trains as per earlier practice on similar trains in normal working. In addition, Shramik special trains are also presently running on specific demands of States 2. Before national lockdown, a comprehensive advisory was issued vide ref (i) for Railways to take necessary steps in view of threat of COVID19 (novel Corona virus). Further vide ref (ii), directions were also issued for actions to be taken when an infected/ suspect person travels. In continuation, following guidelines are being issued/ reiterated for ensuring proper cleaning and sanitisation of passenger trains: i. . Flushing of water tanks to be ensured before introduction. ‘ii. . Ensure proper cleanliness of coaches, its toilets and pantry cars and every time at each originating station iii. | Cleaning should be followed by proper disinfection with Sodium Hypochlorite (1% freshly prepared). Disinfection is effective after removal of organic matter. Where sodium hypochlorite is not suitable (metal corrosion or unprotected public exposure), 70% alcohol / chloroxylenol (4.5-5.5%) / benzalkonium chloride / hydrogen peroxide based disinfectant / sanitser or any other suitable disinfectant may be used as per manufacturer's recommendations. These are in addition to the existing chemicals prescribed. iv. ‘COVID-19: Guidelines on disinfection of common public places including offices’ uploaded on MOHFW website on 29.03.2020 and any updates should also be seen for guidance . v. Ensure availability of water in coaches and pantry cars and liquid soap in AC coach toilets. vi. Full watering of trains at watering stations should be ensured. vii. Proper cleaning of coach toilets and watering at CTS should be ensured. _ Vili. Regular and proper cleaning of coaches and their toilets by OBHS staff during run to be ensured. The OBHS staff should also be advised to periodically clean the doors, door latches, taps and door handles and other areas which are frequently touched by the passengers. ix. © Guidelines issued by RDSO vide ref (iii) should also be followed including regulation of temperature, fresh air opening, filter. cleaning etc in AC coaches. x. Posters of A4 size in Hindi and English (to be provided by CPRO) should be pasted at the prominent locations like toilets-doors/door. way areas of the coaches xi. All staff; whether railway. or contractual, should be provided the required safety gear/ PPEs and should have access to soap / sanitiser. 3.
