INDIAN RAILWAYS ENVIRONMENT MANAGEMENT

To promote energy conservation measures.

To maximize the use of alternate forms of clean energy, 
thereby minimizing the carbon footprint of Railways. 
• 
To provide clean and hygienic environment to customers. 
• 
To promote conservation of water and other natural 
resources.

To march towards zero waste discharge from the major 
Railway units. 
• 
To promote Green build-up spaces and expand tree-cover. 
• 
Building in-house capacity to set up an effective Environment 
Management System. 
• 
Noise reduction in Railway operations.

FORMATION OF ENVIRONMENT DIRECTORATE IN 
RAILWAY BOARD 
• 
Environment & Kousekeeping Management (EnHM) Dte 
set up vide Rly Bd’s O.O. No 28 of 15 and O.O. No. 30 of 
2015 dtd 08.04.15  
• 
Headed by Advisor directly under CRB 
• 
EDs from Civil Engg, Electrical Engg, Mechanical, Traffic 
& Commercial, Finance and Efficiency & Research 
directorates to be part of this dte 
• 
Monitor performance of ZRs & PUs on: (a) Pollution 
control (b) Efficiency in consumption of energy (c) 
Conservation of resources, particularly water (d) 
Development, production & use of alternative sources 
of energy

REPORTING OF ENVIRONMENT ISSUES TO 
ENVIRONMENT DIRECTORATE 
•  GMs & CAOs were advised to arrange period 
compilation on environment issues/actions 
•  By Planning & Efficiency wing on Zonal 
Railways to be coordinated by SDGM/AGM 
•  By M&P maintenance wing in PUs

REPORTING OF ENVIRONMENT ISSUES TO 
ENVIRONMENT DIRECTORATE 
Actions requested on (i) Monitoring trend of Consumption of 
Traction Energy (Electricity & Diesel) (ii) Audit & 
Accreditation on Environment in Major Work Centers viz 
workshops, depots/sheds & railway stations (iii) 
Undertaking Audits on Energy & Water consumption in ‘A’ 
category consumption centres (iv) Introducing a system of 
user level (including stations) monitoring of consumption of 
all types of energy as well as water on monthly basis (v) 
Identification of ongoing works having positive contribution 
towards Environment (vi) Annexing a report in MCDO on 
trends/development on above environmental issues 
departmentwise

FORMATION OF ENHM WING IN ZR 
•  Scope limited to 16 ZRs excluding Metro Rly, Kolkata 
•  ENHM organization to function as a separate and 
exclusive Wing under the control of GM & CME in ZRs 
and under DRM & SrDME in Division 
•  No new Gazetted posts to be created for EnHM Wing 
•  Posts from departments undertaking Housekeeping 
activities like Mechanized cleaning of A1 & A category 
stations, coaches, pest & rodent control, OBHS and linen 
managements and petty repairs to be identified, 
aggregated and transferred to EnHM Wing 
•  JAG in HQ and SS officer in Division exclusively with 
executive officers below as required 
•  Gaztted posts of EnHM wing may be manned by officers 
from Mechanical, Traffic/commercial, Engineering & 
Electrical branches

FORMATION OF ENHM WING IN ZR 
•  Supervisors of all departments hitherto engaged in 
above activities to be deputed to work exclusively in 
EnHM wing 
•  Management of Housekeeping activities, wherever 
outsourced, to be managed by EnHM wing; but 
wherever being done departmentally to continue as 
such and transferred to EnHM wing whenever 
decided for outsourcing 
•  In-charge supervisors of Engg/Mechanical/
Electrical/Traffic & Commercial departments 
responsible for management of stations & depots to 
continue inspectorial roles in housekeeping activities 
besides supervisors of EnHM wing
