2010, the following instructions 
for implementation 
of the policy are issued.
with a view to ensure no disruption in catering services to the passengers 
of
Indian Railways, .zonar rairways Tay make temporary arrangements for

a) 
Northern Railway is nominated as the nodal zonal railway for
empanelment 
of Mobile Catering licensees on behalf of all the
Raitways.

(i) When new trains are introduced with short notice without
sufficient 
time to invite regular tenders.
(ii) Trains whose contracts have been terminated on account of
penalties or court cases and licensees are to be appointed ,t ,nort
notices.

The empanelled 
list prepared 
by NR will be approved 
by ccM/NR on
the recommendations 
of 3 SAG officers comprising of officers from
the Commercial, 
Finance and Stores oepartments 
-as 
nominated by
the concerned pHoDs. The rist of empaneiled mobire catering
licensees would be then circulated 
to all Zonal Railways. fnis tist ot

will be valid for a period of one year from the
date of empanelment.

zonal Rairways shail invite financiar bid from amongst the
empanelled list of license-es 
through limited tender for a p"rioO of S
months with a provision for one Jxtension of 3 months or until the
allotment

is earrier.
d) 
The finan.H gnqt: may be invired by the Zonar Rairway from the
empanelled 
list of licensees 
and the bids received shall be examined
by a Tender committee comprising 
of ccM/catg., FA&cnorr and a
3'o member to be nominated

of the
Committee 
shall be accepted 
by CCM.
e) 
Till the finalization 
of the empanelment 
of mobile catering licensees
by NR, if required, rRcrc 1ay be requested by Zonal Rairways 
to
arrange for the catering services temporarily

allotments 
made by zonalRailways 
should be intimated 
to
Board and NR on a monthly basis.
