Sub. : Policy f or leasing of par cel space in t he Br ake Vans (SLRs) by passenger car r ying t r ains and leasing of Par cel Vans on r ound t r ip basis.

Wit h a view t o maximize ut ilizat ion of un-ut ilized/ under -ut ilized par cel space in Br ake Vans (SLRs) of var ious Mail/ Expr ess t r ains, scheme f or leasing SLRs f or par cel t r af f ic was int r oduced by Minist r y of Railways in November 1991. Since it s incept ion, a number of amendment s/ changes have been made in t he scheme f r om per cent age of t ot al parcel carr ying capacit y available in Br ake Vans/ Par cel Vans has been leased by Zonal Railways. Thus, t her e is t r emendous scope t o f ur t her impr ove t he leasing business and t her eby incr ease r evenue. Wit h a view t o make t he scheme at t r act ive, cust omer -f riendly and also simplif y t he r ules f or leasing, t he scheme has been r evised.

Mor eover , in view of a lar ge number of amendment s issued f r om t ime t o t ime, a compr ehensive mast er cir cular has been pr epar ed t o enable Zonal Railways t o apply r elevant r ules cor r ect ly wit hout any conf usion. The r evised policy guidelines ar e in super -session of all pr evious inst r uct ions on t he subj ect . The st andar d f or mat of agr eement f or dif f er ent t ypes of leasing will be issued separat ely.

These inst r uct ions will come int o ef f ect f r om 1.4.2006. Following pr ovisions of t his Compr ehensive Leasing Policy will be applicable t o exist ing leasing cont r act s also.

Following pr ovisions of t his Compr ehensive Leasing Policy will be applicable t o exist ing leasing cont r act s also pr ovided t he lease holder is agr eeable f or modif ying t he exist ing t er ms of t he cont r act agr eement and t her e is no adver se f inancial implicat ions f or r ailways :
(i)
(V) - Failur e of leaseholder in f ulf illing his obligat ions having st ar t ed loading.
(ii) (AA) - Payment of lumpsum lease f r eight .
(iii)
(CC)
- Loading/ unloading at or iginat ing and int er mediat e st at ions.
5.
Divisions/ Zonal Railways should complet e t he wor k of Regist r at ion of leaseholder s bef or e 31.5.2006. Af t er 31.5.2006, only r egist er ed lease holder s shall be eligible f or par t icipat ing in t ender s f loat ed t her eaf t er , as also f or under t aking t empor ar y lease or day-t o-day lease.

Zonal Railways ar e r equir ed t o monit or par cel ear ning by maint aining division-wise det ails of t ot al par cel carr ying capacit y available in Br ake Vans/ Asst t . Guar d Cabin/ Par cel Vans in each Zonal Railway. Ther e should be a syst em f or r eview of monit or ing t he ear nings vis-à-vis capacit y available. This is imperat ive given t he t ar
