COACHING

E-AUCTION 
1. All Commercial Earning and NFR Contracts are awarded through E-Auction. 
2. To participate in e-Auction, bidder has to register himself in IREPS. 
3. Registration Fee: Non Refundable RF: Rs.10,000/- 
4. Separate registration division/railway wise is not required. 
5. Bidder shall open a Current Account with SBI. 
6. Minimum Annual Turnover in any of the just preceding three financial 
years.

7. Identification of assets and preparation of lots shall require the approval of an 
officer of Jr.Scale. 
8. Clubbing of more than one Contract at Station shall require approval of 
Jr.Scale Officer. 
9. Permanent discontinuations of existing assets require approval of JAG officer. 
10. ACO:Auction Conducting Officer shall be JAG officer or Sr.scale (independent) 
11. ACO shall prepare “Auction Catalogue”. 
12. Auction Catalogue shall be published minimum 15 days before the start of 
Auction. 
13. ACO shall ensure that a slab of estimated annual revenue is entered in system atleast 7 
days before the start of Auction. 
14. 30 minutes cooling off period will be provided after start of auction. 
15. If any bid is received in last 2 minutes of bid closing time for any lot, the 
auction closing time for the lot will be auto extended for 2 minutes. 
16. In e- Auction, a maximum of 10 auto extensions will be permitted. 
17. Minimum Increment for submission of next higher bid value shall be 0.2% 
above the previous highest bid submitted against the lot 
18. Earnest Money Deposit (EMD): 5% of the annual bid value/total bid value to be 
deposited online during the auction. 
19. The EMD of the Successful bidder will be kept as Security Deposit. 
20. For contracts (other than leasing of parcel space) awarded through e-Auction 
process, payment of license fees by the contractor is Quarterly. 
 
21. The contractor may terminate the contract by giving a 30 days notice to the 
Railway administration, after completion of 6 months of the contact period.

22. Railway shall have the right to terminate the contract by giving a 1 month notice. 
 
23. In case of extreme operational exigency, Railway shall have the right to 
terminate the contract with immediate effect. 
 
24. To prevent repetition of false declaration regarding annual turnover by any 
contractor, the contactor shall be suspended temporarily for 90 days. 
 
25. The contractor suspended temporarily for 90 days upon repetition of such 
instance of false declaration of annual turnover in e-auctions on 3 different 
days within a year. 
26. Duration of the contract:

ONE STATION ONE PRODUCT 
1) One station one product is announced in Union Budget 2022-23  
2) Objective is to:  
❑ Promote Vocal for Local vision of Govt of India  
❑ Provide market for local / indigenous products  
❑ Provide opportunity to railway passengers to experience heritage of india  
❑ Create additional income opportunities for marginalized sections of 
society  
❑ Railways will provide outlets like stalls, trolleys etc at railway station for 
showcasing and selling indigenous / local products. 
4) Railways will identify stations, eligible products and vendors  
5) Products include  
• 
Handicrafts / Artefacts  
• 
Textile and Handlooms  
• 
Traditional Garments  
• 
Local agricultural product / processed food / semi processed food  
 
6) Items identified in OSOP scheme should not infringe or conflict the business of 
existing licensees of catering units, fruit juice stalls, milk stalls and MPS stalls. 
7) Identification of stations and station wise list of products shall be approved by 
DRM. Maximum No. of OSOP outlets  per PF-2 
8) Holders of Artisan/Weaver ID card issued by Govt, Self help groups and 
marginalized or weaker sections of society are eligible to participate  
9) Allotment Process  
a. Applications invited through newspapers
