Sub: Manning of Safety Organisation on the Railways.

Ref: Board’s letter namber E(O)ITI-84TR2/15 dated 01/03/84.

The Railway Safety Review Committee, 1998, in their Report (Part-I) have recommended as under:-

“37.1 The Railways must ensure that only officers with an outstarcing record of service are posted to the Safety Department for a tenure of at leasi two years.

37.2 Each Safety officer must be supported by very good calibre officers/inspectors of other Deparimezts for a two year tenure.

37.5 Only those officers of the Traffic Department who have worked minimum of ‘=. two years as DSO will be considered for posting as Chief Gperations Manager.”

In regard to Recommendation number 37.1, the Ministry of Railways reiterate their earlier instructions contained in Board’s letter number E(O)UI-84TR2/15 dated 01/03/84 that “Safety Organisation should be manned by competent officers with a fixed tenure who snouid be divested of miscellaneous functions not related to safety.” The Ministry of Railways emphasise that these instructions should be strictly followed and only competent cfiicers should be posted in Safety Department and their tenure should normally be for a period of at least two years.

The Recommendation number 37.2 has also been accepted by the Ministry of Railways and they have decided that each Safcty officer should be supported by very good calitre officers/inspectors of other Departmenis and their tenure should normally be for a period of at least two years.

As regards Recommendation number 37.5 referred to above, it has been decided that as far as possible, ail officers should be exposed to the entire spectrum of activities of Traffic Department including Safety Organisation. Railways should ensure that at one stage or the other, competent Traffic officers work in the Safety Department.
