‘Subject: Launch of Goods Shed Rating Dashboard.
Dear PCCMs,

1 am writing to inform you about the launch of the Goods Shed Rating Dashboard, 3.
collaborative effort between Indian Railways and The Energy and Resources Institute (TERI).

of goods sheds across the Indian Railway network.

As you know, our network comprises over 1900 Goods sheds, each with its own unique
characteristics and challenges. The Goods Shed Rating Dashboard addresses this diversity by
providing a comprehensive assessment of various parameters, including:

+ Terminal performance: Operational efficiency - demurrage/wharfage time and

seasonality.
Rail infrastructure: Lines, electrification, shunting, ete.

‘+ Terminal infrastructure: Circulating area, drainage, wharf condition, etc.

Maintenance and safety: Repair cadence, cleaning, and derailments.
Goods handling: Handling practices, environmental compliances, warehouse
availability, weighbridge, ete

+ Labour ecosystem: Labour availability, associations, conflicts, ete

+ Connectivity ecosystem: Access to roads, highways, and other transportation modes.

+ Logistics ecosystem: Warehouse connectivity.

By evaluating these parameters, the dashboard assigns a star rating to each terminal based
‘on a researched methodology, providing a clear indication of its overall efficiency and capacity.
This rating ean be used to identify areas for improvement, prioritize investment, and optimise
‘operations.

Field officers can leverage the Goods Shed Rating Dashboard in several ways:

+ Monitor performance: Track key performance indicators (KPIs) over time to identify
trends and areas of concern.

tify development opportunities: Pinpoint specific areas where investments ean
yield the greatest return,

+ Benchmark against peers: Compare the performance of individual terminals to industry
standards and best practices.

+ Support decision-making: Provide data-driven insights to inform decisions about
infrastructure upgrades, operational improvements, and resource allocation,

We believe that the Goods Shed Rating Dashboard will be a valuable tool for enhancing
the efficiency and effectiveness of our freight terminals. By providing a comprehensive
assessment of performance, identifying areas for improvement, and supporting data-driven
decision-making, this tool will help us to better serve our customers and achieve our strategic
objectives,

‘The portal is available on the Indian Railways BDU portal under “Terminal Ratings
> Terminal Ratings Dashboard”. The portal, by its design, is integrated with IR’s IT
infrastructure to fetch basic performance KPIs. It is an interactive and dynamic platform with a
GIS view. As a pilot, 68 Goods Sheds across all divisions were evaluated which can be seen on
the dashboard.

Zones need to direct the Divisions for feeding of data for the goods sheds under their
jurisdiction. The guidelines are attached for the same, Full data should be fed on the portal by 30
September 2024,
