Post-retirement complimentary passes are issued on the same conditions as are applicable to railway servants in service. In terms of Rule 3 (xii) of Railway Servants (Pass) Rules, 1986, Privilege Passes and PTQs once issued but not availed of, shall except in special circumstances to be recorded in writing by Pass Issuing Authority, be counted against the pass account of the railway servant concerned, ‘This implies that_on_ which are beyond the control of pass holders basses once issued can be
