Sub: Delegation of powers to the Zonal Railways to decide allotment of space to Department of Posts in Assistant Guard’s Cabin of Front SLR of trains for transmission of e- commerce parcels.

Ministry of Railways have decided to delegate powers to Principal Chief Commercial Managers

of the Zonal Railways to decidé allotment of space in AGC of front SLRs for transmission of e-

commerce parce 5 by the Department of Posts on the following terms and conditions:-

(i). Charges shall ‘be calculated as per rates applicable for postal traffic (Postal vans/non-postal vans) as revised from time to time. For calculation of charges, Assistant Guard Cabin of SLR will be treated

' 85 having a capacity of 12 berths.

(ii). Billing and payment shall be done from and to the stations for which request may be received

. from the. Deptt. of Posts. However, in case of vacant/low utilisation of Assistant Guard Cabin which

has been allotted to Department of Posts, charges will be collected in full.

(ili). Billing will be done for one direction by the originating Railway ona monthly basis. The zonal Railways shall raise the bills by the. 10" of tlie following month to which the bill pertain. Railways shall send advice of debit against the Department of Posts directly to the Reserve Bank of India for affording credit to the Railways and debit to the Department of Posts alongwith other bills as regards

_ billing of haulage charges for postal traffic,

(iv). Operating Department of the concerned zonal Railways shall provide the details about Assistant Guard Cabin provided to the Department of Posts along with other services provided for postal traffic. .

(v). Postal Deptt. will provide/utilise their staff for loading/unloading of postal traffic in Assistant Guard Cabin of front SLR, . .

(vi). Postal Deptt. shall be fully responsible for any tampering of equipment available in SLR leased to them. For thig purpose, they should counsel/train their staff who should be made responsible for

any misuse/tampering. For any help*in this regard zonal authority of Department of Posts may contact CCM(FM) of the concerned zonal Railways.

(vu) The authorised RMS staff should ensure that no unauthorised person enters the leased SLR so as to avoid any tamperitig of the equipment.

(ix) For. implementation of the above, zonal authority of Department of Posts may contact CCM(FM)’s of concerned zonal Railways.

(x) Random checks should be conducted at the division levels to ensure that only the parcels of the Department of Posts are being transported in Assistant Guard Cabin and po unauthorised person 15 travelling in this Cabin,

(xi) Parcels loaded by Department of Posts jn Assistant Guard Cabin will in no case exceed the permissible carrying capacity of the Assistant Guard Cabin.

(xii) Periodic report/feedback should be furnished to this Office by the zonal Railways,

2. As regards further extension of allotment of space in AGC in Train Nos. 15959 Howrah- Guwahati-Dibrugarh Kamrup Expres (from Howrah to Guwahati) and 12322 Mumbai-Howrah Mail, PCCMs of the concetned Zonal Railways may decide, ;
