With a view to overcome the issue of delay in transit for ‘Parcel Cargo Express Trains (PCETs)’ and ‘Rail Milk Trains (RMTs)’ as well as to streamline and expedite the procedure for taking NOCs before floating fresh tenders for new PCET circuits by Zonal Railways, a Joint Procedure Order (JPO)’ has been formulated in consultation with Coaching Directorate of Ministry of Railways. The detailed procedure laid down in

the JPO is enclosed herewith as the annexure.

This issues with the approval of the Board (MT).

Joint Procedure Order (JPO) regarding ‘Parcel Cargo Express Trains

(PCETs)’ & ‘Rail Milk Trains (RMTs)’

It has been noticed that the process for granting approvals etc. for running of

PCETs and RMTs are taking a lot of time, as it involves co-ordination between Commercial and Operating departments, as well as liaison with all the en-route Zonal Railways. Even after grant of all required approvals and award of contracts, the actual running of PCETs remains unsatisfactory as they experience unwarranted delays throughout the journey.

To stream-line and expedite this process, the following Procedure is proposed:

All issues pertaining to PCETs and RMTs will be looked into by a Standing Committee consisting of CCM/FM and CPTM of the concerned Zonal Railway.
