Sub: Amendment to ‘Modified Comprehensive Parcel Leasing Policy’- reduction in Security Deposit/Performance Guarantee - reg.

1. Attention is invited to Board’s above referred circulars regarding the Security Deposit/Performance Guarantee for Parcel leasing contracts of SLR/VP, as defined in Para

6.1 of the CPLP (FM Circular No. 06/2014), was amended vide Para 2.2 of the CPLP (FM Circular No. 05/2016), and Para 2 of FM Circular No 14/2017.

2. With a view to liberalize the Policy, it has been decided to reduce the Security Deposit/Performance Guarantee from the existing 10% of annual contractual value to 5%.

Accordingly, Para 6.1 of FM Circular No. 06 of 2014 stands amended and shall be read as under:

6.0 ‘Security Deposit/Performance Guarantee’

6.1. Security Deposit/ Performance Guarantee specified for operating different types of parcel leasing contracts is given below:

Parcel Space to be | Security Deposit/ | Minimum | Mode of Security leased out Performance Guarantee Amount Deposit 1 | One Compartment | Amount equivalent to 5% of | Rs 1 Lakh ‘Bank Guarantee’ of Brakevan (SLR) | annual contractual value as or per lump sum leased freight ‘FDR’ (accepted rates) of the leased or arcel space ‘DD’ Parcel Van (VP) Amount equivalent to 5% of | Rs 4 Lakh in favour of annual contractual value as FA&CAO

3. This amendment shall be applicable from the date of issue of this letter. This amendment shall be applicable on fresh tenders where Notice Inviting Tender (NIT) is yet to be issued.

4. This amendment shall not apply on the cases where tender has already been opened or contract has been finalized.

5. In cases, where NIT has already been issued but tender has not been opened, Zonal railways may issue necessary corrigendum bringing out above corrections.
