Sub: Amendment to ‘Modified Comprehensive Parcel Leasing Policy’- leasing of parcel space in VPs by Rajdhani Express trains - reg.

Ref: (i) FM Circular No. 06/2014, Board’s letter No. 2013/TC(FM)/10/02, dt. 15.04.14.

(ii) FM Circular No. 19/2019, Board’s letter No. 2017/TC(FM)/10/28, dt. 09.07.19.

1. Attention is invited to Board’s above referred circulars. Provision for ‘applicability of the scheme for leasing of parcel space in Parcel Vans’ has been stipulated in Para 48.2 of the CPLP (FM Circular No. 06/2014), and was amended vide Para 2 of the FM Circular No. 19/2019.

2. The matter has been deliberated upon in consultation with Coaching Directorate of Ministry of Railways, and it has been decided to amend Para 48.2 of the FM Circular No. 06 of 2014 as under:

Modified para 48.2 of CPLP “Leasing of Parcel Vans (VPHs/VPs/VPUS/VPRs, etc.) is not permitted by Shatabdi and Jan-Shatabdi trains.

Existing para 48.2 of CPLP

“Leasing of Parcel Vans (VPHs/VPs/VPUs/VPRs, etc.) is not permitted by Shatabdi, Jan-Shatabdi, Duronto Express trains etc. However, Leasing of Parcel Vans

(VPHs/VPs/VPUs/VPRs, etc.) may be permitted by Ordinary passenger trains, provided that there is no loss of punctuality in such trains due to loading/unloading operation.

Leasing of ‘LVPH’ (LHB type Parcel Van) may be permitted by Rajdhani_Express

trains and Duronto Express trains on end- to-end basis subject to the condition that the

‘LVPH’ stock has sanction for speed equal to the maximum permitted sectional speed of Rajdhani/Duronto Express trains on their entire routes.”

Leasing of Parcel Vans (VPHs/VPs/VPUs/VPRs, etc.) may be permitted by Ordinary passenger trains, provided that there is no loss of punctuality in such trains due to loading/unloading operation

3. These instructions shall come into force with immediate effect. However, other terms and conditions stipulated in the circulars under reference shall remain unchanged.

4. This issues with concurrence of Finance Directorate of Ministry of Railways.

5. This disposes off South East Central Railway’s letter no. C/SECR/BSP/Dev/Leasing/3856, dated 01.10.2020, and Northern Railway’s letter no. 36-RD/SLR/VP/CPLP/Modified Policy/14, dated 09.10.2020.
