Sub: Amendment in Special Conditions for contract for leasing of parcel space _ in SLRs/VPs — transportation of Perfumery Products in leased SLRs/VPs. Ref: i. FM Circular No. 2/2026, dtd. 21.01.2026. ii. FM Circular No. 2/2023, dtd. 10.02.2023. iii.FM Circular No. 12/2022, dtd. 14.06.2022. KkREKK Please refer to the FM Circular No. 2/2026 under ref-(i), wherein transportation of items/ articles containing Lithium-ion Battery has been permitted in leased SLRs/ VPs, attached to Passenger-carrying trains. ps The matter has been reviewed, and in order to facilitate transportation of ‘Perfumery Products’ in leased SLRs/VPs, the Competent Authority has approved following modification in para 18.5(b) of the FM Circular No. 12/2022, as amended vide FM Circular No. 2/2026: Existing Provision Para 18.5(b) — Commodities prohibited for carriage in passenger trains as per Red Tariff, offensive, contraband, dangerous, inflammable, explosive and any other commodities which are prohibited by the Railways or banned by the Civil Authorities from time to time shall, in no case, be allowed to be loaded in the leased SLR/VP. Amended Provision Para 18.5(b) — Commodities prohibited for carriage in passenger trains as per Red Tariff, offensive, contraband, dangerous, inflammable, explosive and any other commodities which are prohibited by the Railways or banned by the Civil Authorities from time to time shall, in no case, be allowed to be loaded in the leased SLR/VP. However, if the lease holder intends to carry — (a) a device - installed or packed with a Lithium Ion Battery that will power the device (not standalone Batteries as listed in Red Tariff); (b) ‘Perfumery Products’ as detailed in Table-IJIA, under Chapter-III of the Red Tariff, the same may be permitted in leased space attached to the Passenger- carrying trains under certain conditions, subject to the following:- However, if the lease holder intends to carry a device - installed or packed with a Lithium Ion Battery that will power the device (not standalone Batteries as listed in Red Tariff), the same may be permitted in leased space attached to the passenger carrying trains under certain conditions, subject to the following:- i. Such devices/ products are to be loaded in leased Parcel space under Railways’ supervision only. ii. For such commodities, an advance notice of 48 hours as specified in the Red Tariff, is to be given by the lease holder to the Railway administration. ili. Separate Manifest is to be deposited with the Railway administration at least 48 hrs in advance so that Railway Administration can make arrangements. i. Such devices are to be loaded in leased Parcel space under IR supervision only. ii. for such commodities an advance notice of 48 hours as specified in Red Tariff, is to be given by the lease holder to the Railway administration. ili. Separate Manifest is to be deposited with the Railway administration at least 48 hrs in advance so that RA can make arrangements. All internal checks as applicable in case of a booked parcel traffic may be ensured. 4, Wide publicity may be done among the field staff and also among the parcel stakeholders. 5. These instructions shall come into force with immediate effect.
