1.0 Attention is invited to Rule No. 239 (at page 31) contained in IRCA, Coaching Tariff No. 25, Part I (Vol.-III) regarding Penalty for overloading of parcels in coaching vehicles/wagons. Attention is also invited to Board’s letter No. TC-II/2046/04/3 dated 24.08.2004.

1.1 Attention is also invited to Para (II) of ‘Comprehensive Parcel Leasing Policy (CPLP)’ circulated vide Freight Marketing Circular No. 12 of 2006 under Board’s letter No.

2006/TC(FM)/10/1 dated 28.03.2006 regarding instructions on overloading, which were revised vide Freight Marketing Circular No. 11 of 2007 vide Board’s letter No.

2006/TC(FM)/10/8 dated 12.04.2007.

2.0 With a view to take care of weighment tolerance, it has been decided that following guidelines should be followed by all concerned to prevent overloading in Parcel Vans (VPHs/VPs/VPUs etc.):-

2.1 A tolerance of 0.5 tonnes on permissible carrying capacity may be permitted to take care of weighment scale variation.

3.0 Punitive charges for loading beyond permissible carrying capacity

3.1 If weight of Parcel Van exceeds the permissible carrying capacity of vehicle but it is within the prescribed limit of tolerance, normal freight shall be charged from the consignor/ consignee/ leaseholder for actual weight in excess of permissible carrying capacity of vehicle.

3.2 If weight of Parcel Van is found beyond the permissible carrying capacity + Tolerance, punitive charges shall be recovered from consignor/ consignee/ lease holder equivalent to six times the freight at Scale–R for entire excess weight from origin to destination irrespective of the point where such over loading was detected.

A penalty of Rs. 5000/- per vehicle will also have to be paid by the consignor/ consignee/ leaseholder.

4.0 This issues with the concurrence of Mechanical and Finance Directorate of Ministry of Railways.

5.0 These instructions will come into force with immediate effect and must be followed by all concerned.
