(Amendment No. to ‘Modified Comprehensive Parcel Leasing Policy’)

Sub: Amendment.to policy guidelines on ‘Modified Comprehensive Parcel Leasing Policy’ issued vide Freight Marketing Circular No. 06 of 2014.

1.0 The modified policy guidelines on ‘Comprehensive Parcel Leasing Policy’ was issued under Freight Marketing Circular No. 06 of 2006 vide Board’s letter No.

2006/TC(FM)/10/1 dated 15.04.2014.

2.0 It has been decided to make the following amendments to the modified policy guidelines on ‘Comprehensive Parcel Leasing Policy’-

2.1 In the Annexure-I of policy, appearing at page 43, which ‘is regarding ‘Application for registration of the leaseholders (to be filled up by the

-# applicant), the following changes may be made-

2.2 Para 27.7 of policy appearing at page 22, may be replaced as under -

27.7 In addition to the above penalty, Railway will terminate the contract after 4 (fourth) default by forfeiting ‘“Security/Performance deposit’.

Railway.*Administration shall have the right to terminate that particular contract or even terminate all the contracts running on that division/ Railway of a leaseholder and cancel the registration of leaseholder in view of seriousness of the case or repeated violation of rules. Imposition of such penalty shall solely be on the discretion of the Chief Commercial Manager (FM) of the zonal railway for tenders finalized at Head Quarter level and Divisional Railway Manager in case of tenders, which are finalized at divisional level.

2.3 This issues with concurrence of Finance Directorate of Ministry of Railways.

3.0 These instructions will come into force with immediate effect.
