(Amendment No. 14 to Comprehensive Parcel Leasing Policy)

Sub: ‘Comprehensive Parcel Leasing Policy’ - Policy for leasing of parcel space of Brakevans (SLRs), Assistant Guard’s Cabin (AGC) and leasing of Parcel Vans (VPHs/VPs/VPUs) on round trip basis.

Ref: (i) Freight Marketing Circular No. 12 of 2006 - Board’s letter No. 2006/TC(FM)/10/1 dt. 28.03.2006; (ii). FM Circular No. 11 of 2007; (iii) Freight Marketing Circular No.

21 of 2009; and (iv) Freight Marketing Circular No. 03 of 2010.

During the various checks conducted by Vigilance department of Railway Board/zonal railways, a number of irregularities were detected. Such types of irregularities have been viewed seriously in Board’s office.

In order to streamline the working of parcel office and for system improvement, the following amendments/ guidelines are issued:-

Amendment to Freight Marketing Circular No. 12 of 2006 New Para is added as (C)-12, as under:-

In case of leasing of Parcel Van, the originating zonal railway, who is leasing out Parcel Van (VPH/VP/VPR), shall provide a copy of the agreement to the zonal railway of destination railway station.

Amendment to Freight Marketing Circular No. 12 of 2006 New Para is added as (C)-13, as under:-

In case of leasing of AGC/SLR, the originating zonal railways shall provide a copy of ‘Procedural Order/Working Instruction’ to all the concerned stations/ zonal railways where loading/ unloading is permitted, giving details inter-alia name of leaseholder, train number, days of operation of lease, type of lease, duration of lease, validity date of contract, origin-destination point of lease, details of leave, mode of payment etc.

Amendment to Freight Marketing Circular No. 03 of 2010 New Para is added as (Y)-12, as under:-

With a view to restrict entry of unauthorized persons, only genuine persons/ customers should be allowed to come in the parcel office.

Amendment to Freight Marketing Circular No. 03 of 2010 New Para is added as (Z)-1(f), as under:-

With a view to prevent fraud and leakage of Railway revenue, the zonal railways must ensure that the cases where the leaseholder applies for non-loading/ leave at originating station and the same is granted, the originating station must convey the message to all

the concerned intermediate stations through commercial controller / telephonically. On such days loading should not be done by leaseholder at any of the intermediate station.

Amendment to Freight Marketing Circular No. 12 of 2006 Para (BB)-5 of FM Circular No. 12 of 2006 is replaced as under:-

The leaseholder shall be required to prepare detailed Manifest’ for consignments being transported by him for each combination of loading & unloading station indicating station-wise details of number of consignments loaded in the leased parcel space (AGC/SLR/VP). However, in case of loading from an originating station to different destinations, only one Manifest is required to be submitted by the leaseholder. For example -

Similarly, leaseholder shall be required to submit single manifest for loading of parcels from an intermediate station to various destinations, for example-
