Sub. : Comprehensive parcel leasing policy - Policy for leasing of Parcel Vans on round trip basis.

The policy guidelines for leasing of SLRs and Parcel Vans (VPHs) on round trip basis has since been reviewed and comprehensive parcel leasing policy has been issued to the zonal railway under Freight Marketing Circular No. 12 of 2006 vide Board’s letter No. 2006/TC(FM)/10/1 dated 28.03.2006.

Attention is invited to para (G)3 of Freight Marketing Circular No. 12 of 2006 issued under Board’s letter No. 2006/TC(FM)/10/1 dated 28.03.2006. It has been provided that the zonal railways may lease out Parcel Vans (VPHs) from/to intermediate stations provided that minimum distance of 500 kms. is covered in each direction from lease originating to lease terminating station.

It has been observed that there is heavy demand for Parcel Vans on round trip basis on some routes of less than 500 kms. However, due to the provision of para

(G) 3 of comprehensive parcel leasing policy, the zonal railway can not lease out Parcel Vans on round trip basis on these streams.

This issue has been examined and it has been decided to amend Para No. (G)3 (i) on page 11, as under:- “Leasing of Parcel Vans (VPHs) on round trip basis is permitted even for less than 500 kms in each direction of leasing. However, the reserve price will be fixed for a minimum distance of 500 kms. for each direction”.

This issues with concurrence of Finance Directorate of the Ministry of Railways.
