[ही The following amendments are made to the WLS Master Circular under reference:-

Para 2.4 may be read as follows:

2.4 Operators : Third Party Logistics Companies engaged in providing service to multiple
customers under permission granted by IR to run their trains on IR network under various
schemes including those which allow wagon for these trains to be procured on lease
through Wagon Leasing Scheme.

A new para 2.13 may be added as under :-

“2.13 General Purpose Wagons (GPW) : Wagons other than those mentioned in 2.10 and
2.11 above, which can carry multiple commodities without requiring any specific approval
from MOR for carriage of the commodity in that wagon, like BOXN, BCN. etc.”

A new item may be added under para 3.0 of “Types of wagons” as under :
(iv) General Purpose Wagons (GPW).

Para 4.0 may be read as follows:

4.0 Leasing of Wagons :

Wagons may be leased to firms/operators granted permission to operate rakes under any of
the schemes of Ministry of Railways (such as SFTO, LWIS, GPWIS, CTO etc.) in which
wagons are permitted to be taken on lease in terms of WLS.

Para 7.4 may be read as follows :

7.4 Freight concessions which are available to investors under LWIS, SFTO, GPWIS हा.
will be made available to Lessees, as per the provisions of the relevant scheme under
which the permission to operate these rakes is granted.

Para 7.6 may be read as follows:
Wagon Leasing Company (WLC) is also permitted to purchase wagons from Container
Train Operators (CTO), Special Freight train Operator (SFTO). Automobile Freight Train

Operator (AFTO), parties investing in General Purpose Wagons Investment
Scheme(GP WIS) , end users or from parties registered under any other scheme issued by

Ministry of Railways in which WLC is eligible, with prior approval of Ministry of
Railways. The rebate applicable to these wagons will be that of the policy under which
the wagons were procured initially and in case the WLC purchases wagons which are not
entitled to any rebate, no rebate will be permissible under the WLS Scheme.

This issues with the approval of competent authority and concurrence of Finance Directorate of
Ministry of Railways.

2s These instructions will come into force with immediate effect.
