Sub: Enhancement of the carrying capacity of SLRD coaches.

At present, the carrying capacity of SLRD coaches is 8 tonne i.e. 4 tonne for each compartment. Feasibility of enhancing the parcel loading capacity of SLRD coach has been examined in consultation with Mechanical Directorate of Railway Board and RDSO and it has been decided to enhance the parcel carrying capacity of each compartment of luggage van of SLRD from the existing 4 tonne to 5 tonne. In this connection, the following instructions are issued for implementation न

Henceforth, the permissible parcel carrying capacity of each compartment of the luggage van of SLRD shall be 5 tonne. Thus, the total permissible parcel carrying capacity of both the compartments of a SLRD coach shall be 10 tonne. For implementation of the revised carrying capacity in case of SLRD, the following guidelines are issued —

traffic | Thus in two luggage compartments of a SLRD coach, the permissible carrying capacity shall be 10 tonne (5 T + 5 T).

Loading can be permitted upto 10 tonne ina SLRD coach.

The parcel staff may, accordingly, load parcels at their station.

2. Leased | (i)| New Tenders - Zonal Railways shall invite tenders as per the Parcel revised carrying capacity of a compartment of SLRD coach i.e. 5 traffic tonne for all new tenders henceforth.

(ii)| Existing Contract - Zonal Railways may take action by invoking ‘Alteration/modification provision in agreement’ of respective lease contract agreement.

Zonal Railways shall issue notice to the leaseholders regarding enhancement of carrying capacity of SLRD to submit written consent and if existing leaseholder agrees, the lumpsum leased freight shall be revised on prorata basis as per the revised carrying capacity of the compartment of SLRD i.e. 5 tonne. The leaseholder shall be allowed to load parcels upto the revised carrying capacity of 5 tonne in a compartment of SLRD coach.

If existing leaseholder does not agree, he may be allowed to continue the contract as per terms and conditions of the contract till the actual tenure of contract, however in such cases, zonal railways must take necessary safeguards to avoid overloading beyond permissible carrying capacity as _ per agreement.

(iii)) Tender in Process-

a. The cases, where ‘Letter of Acceptance (LoA)' for award of leasing contract, has not been issued to the party before issuance of this circular, Zonal Railways will cancel all such tenders and return the earnest money to the tenderers.

b. Tenders, where ‘Letter of Acceptance (LoA)' has been issued

[ | Para 2 (ii) above shall be applied.

q These instructions shall come into force with immediate effect. In case of leased traffic, 30 days times maybe given.

This issues with approval of Board (MT & MM) and concurrence of Finance Directorate of Ministry of Railways.
