Sub: Exemptions for transportation of Perishables in all types of Parcel rakes comprising Parcel Vans (VPU/VPH/VP etc.) and other matters.

Ref: (i) Freight Marketing Circular No.13 of 2019 dated 24.05.2019.

(ii) Freight marketing Circular No.14 of 2019 dated 07.06.2019.

In continuation of instructions contained in Board’s above referred Circulars, Ministry of Railways have decided as under:

(i) Exemption from 100% weighment, subject to random 20% weighment, of perishable items (including Mango, Banana and Orange traffic) transported in all types of parcel rakes comprising of parcel vans (VPU/VPH/VP etc.).

(ii) | Punitive charges for overloading beyond the carrying capacity of all types of parcel rakes comprising of parcel vans (VPU/VPH/VP etc.) for transportation of all perishables (including Mango, Banana and Orange traffic) shall be @R- Scale plus %10,000/-, instead of 6 times of R-Scale plus 710,000.

(iii) Mango, banana and Orange traffic transported in BCN/BCX/BCNA/BCNAHS wagons on concessional parcel scale rates shall also be exempted from 100% weighment, subject to random 20% weighment; and punitive charges for overloading, if any, shall also be @R-Scale plus %10,000/-, instead of 6 times of R-Scale plus 710,000.

2 Other terms and conditions shall remain the same.

3: These instructions shall be effective with immediate effect.

4. This issues with the concurrence of Finance Directorate of Ministry of Railways.
