Sub: Addendum for Multi Purpose Stalls ‘Policy’ and ‘Standard Conditions of Contract’
for Commercial Earning and NFR contracts awarded through e-Auction.

Ref: FM Circular No. 11 of 2022 dated 13.06.2022.

It has been decided that Multi Purpose Stalls at all category stations shall be
awarded under e-Auction policy for Commercial Earning and Non Fare Revenue (NFR)
contracts.

The Competent Authority has granted approval of addendum to ‘Policy
guidelines’ and ‘Standard Conditions of Contract (SCC)’ for Commercial Earning and
NFR contracts awarded through e-Auction, regarding contracts for Multi Purpose Stalls.
The same is enclosed for taking necessary action accordingly.

This issues with the concurrence of Finance Directorate of Ministry of Railways.

Addendum to ‘Policy for Commercial Earning and Non-Fare Revenue contracts
awarded through e-Auctions’ regarding the contracts for Multi Purpose
Stalls/Units.

Additions in Para 8.1 (iii) and Para 10.3.4 may be as under:

Para 8.1 (iii): For Multi Purpose Stalls/Units - 5 years (No extension/renewal shall be
permitted),

10.3.4 For Multi Purpose Stalls/Units: Reserve Price/Minimum license fees for Multi
Purpose Stalls /Units at all categories of stations shall not be less than 12% of the
estimated sales turnover for the corresponding period (Estimated as per Para 6.1 of Multi
purpose Stall Policy 2017).

Addendum to Standard Conditions of Contracts awarded through e-Auctions,
regarding the contracts for Multi Purpose Stalls/Units.

The following Para 2.4 along with sub-para 2.4.1 and 2.4.2 is added in the Standard
Conditions of Contracts awarded through e-Auctions, with respect to the contracts
for Multi Purpose Stalls/Units (MPS):

2.4 Eligibility for contract of Multi Purpose Stalls/Units: The bidders shall be required to
upload the requisite document in support of their claim.

2.4.1 The legal status of the bidder shall be specific to the category of Multi Purpose
Stall/Unit (Reserved with specified category as per MPS Policy 2017 or Unreserved) and
the same shall be stipulated in the Auction Catalogue for the lot(s).

2.4.2 Retailers/Individuals/Self Help Groups (SHGs)/ registered sole proprietorship firm
or a partnership firm/Company incorporated under Partnership Act 1932/Companies Act
1956 with amendments shall be
