Freight Marketing Circular No. 6% of 2018 Government of India (Bharat Sarkar) Ministry of Railways (Rail Mantralaya) (Railway Board) No. TC-I1/2046/2017/4 New Delhi, dated,24 .01.2018

Principal Chief Commercial Managers, All Indian Railways.

Sub:- Delegation of powers to Zonal Railways to decide parcel rates in the SLR of intra-Railway trains.

In order to improve the utilization of SLRs of trains and augment parcel traffic on’ Indian Railways, it has been decided to delegate powers to Principal Chief Commercial Managers in

consultation with Principal Financial Advisors to decide the charging of non-leased parcel traffic -

of SLRs of trains subject to following conditions:-

(i) The utilization of SLR of such a train is below 25%;

(ii) No demand has been received for leasing of such train during last three years; and

(iii) The train is running within the same Zonal Railways’ jurisdiction (Intra-Railway trains) not touching other zonal Railways’ jurisdiction even at intermediate stations.

2. However, the above instructions shall not be applicable to:-

(i) Parcel vans attached to such trains,

(ii) Leased traffic, if any, and .

(iii) In higher category of trains like Rajdhani, Shatabdi, Duronto, etc.

3. These instructions shall be effective with immediate effect.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
