(Amendment No. 08 to ‘Leasing of Parcel Cargo Express Train’ Policy)

Sub: Amendment to Policy for ‘Leasing of Parcel Cargo Express Train (PCET)’ to Private Operators.

Ref: Freight Marketing Circular No. 04 of 2016, issued under Board’s letter no. 2013/TC(FM)/10/11, dated 15.06.2016.

Para 2.8 of the “Policy for leasing of Parcel Cargo Express Train”, issued vide FM Circular No. 04 of 2016, dated 15.06.2016 stipulates the provisions for ‘Permission of intermediate lolading/unloading halt’ as follows:

“2.8 Loading/unloading at originating and intermediate station:-

Permission for loading/unloading of parcels may be given at a maximum of four intermediate stations for PCETs covering 2000 Kms between OD pair in single trip journey & above 2000 Kms one more intermediate station can be permitted, through which the parcel train passes. For this purpose, ‘NOC’ must be obtained from the controlling zonal railway of the intermediate stations, The intermediate halt for loading/unloading should be atleast 300 Kms apart.”

The matter has been deliberated upon in the context of ‘distance restriction of 300 Kms for intermediate loading/unloading halt’, and it has been decided to

delete the existing clause of distance restriction in the existing Para. Hence,

Para 2.8 of the FM Circular No. 04 of 2016, dated 15.06.2016 may be read as under:

“Permission for loading/unloading of parcels may be given at a maximum of four intermediate stations for PCETs covering 2000 Kms between OD pair in single trip journey & above 2000 Kms one more intermediate station can be permitted, through which the parcel train passes. For this purpose, ‘NOC’ must be obtained from the controlling zonal railway of the intermediate stations.”

These instructions shall come into force with immediate effect.

As regard to the existing contracts, attention is invited to Para 14.0 of FM Circular No. 02 of 2007, dated 20.02.2007, which stipulates the provisions for ‘Change of terminals’ as follows:

“The Zonal Railways may change the terminal within the same area in view of operational exigencies or party’s request in view of local circumstances provided reasons are justified. This clause should be specially mentioned in the tender notice”.

Zonal Railways may utilize these powers suitably wherever required.

This issues with concurrence of Finance Directorate of Ministry of Railways.

This disposes off N.F. Rly’s letter no. C/163/RD-3/PCET/MISC, dated

04.12.2018 and South Eastern Rly’s letter no. C.375(Dev) /Parcel/VPH/Parcel Cargo/Pt.I, dated 03.12.2018.
