Government of India (भारत सरकार) Ministry of Railways (रेल मंत्रालय) ( Railway Board रेलवे बोर्ड ) E New Delhi, dt.2 7.03.2017 Chief Commercial Manager Chief Operation Manager All Zonal Railways Sub: Free time of loading/unloading of covered wagons. Ref: Rates Master Circular/Demurrage- Wharfage-Waiver/20 16/0 Dt.19.05.2016 Clarification has been sought regarding revision in free time of covered wagons when loading is done through semi mechanized mode with dependence of manual intervention for stacking of bags. The matter has been examined in consultation with T.T Dte. No change in the extant guidelines for loading/unloading of covered wagons has been found feasible at present.
