requesting to permit for transfer of willing officials working in CORE (HQ) /Project units to the Zonal
Railway where the CORE (HQ)/project units have been transferred i.e. other than their lien railway, and
their parent railway should maintain their lien and seniority during their posting in the other Zonal
Railway. The matter has been examined in the Board's office in consultation with the GSU & MPP
Directorates and it has been decided that transfer of staff as proposed in the letter under reference
may be undertaken as below:
In cases where CORE (HQ) project units are transferred to other zones and staff are willing
to go there but do not have a lien in the zones where these project units have been
transferred, transfer of staff in such cases should be done along with the post. Posts should
be transferred using the BOS module of HRMS to the concerned CORE (HQ) projects and
staff should be transferred using the transfer module of HRMS so that data of posts and
staff transferred remains updated and easily accessible. It should also be ensured that the
seniority of staff of CORE are entered correctly in HRMS in the parent zones where their
lien will continue to be maintained. In all cases where employees are straightaway or
subsequently repatriated to the parent railway where their lien and seniority is maintained,
the vacated posts in CORE will have to be surrendered and accounted for.
However, before effecting the transfer of posts or incumbents all prescribed modalities of
transfer from units of CORE to various units shall be adopted duly updating HRMS. It is further advised
that CORE should enter existing data of all posts and on-roll staff in the various modules of HRMS
before carrying out transfers to ensure that posts and manpower are correctly accounted for.
