Sub: Liberalization in parcel policies

Ref: (i) FM Circular No. 11/2022 dt 13.6.2022
(ii) FM Circular No. 2 of 2024 and FM Circular 31 of 2024
(iii) FM Circular No. 02/2007 dt 20.2.2007 and amendments thereto.

The Indian Railways’ parcel business is presently segmented into direct (railway)
booking, leasing of parcel space (SLR, VP, full parcel train), indent VP/parcel train and
booking of SLR/VP under JPP-RCS scheme. Aggregators play a very important role in all the
segments of parcel business. Therefore, in order to increase the parcel business, there is need
for attracting more aggregators into this business. With a view to increase the participation of
more number of aggregators and other stake holders in railway parcel business, it has been
decided to relax the financial criteria for participating in e-auction of leased SLR/leased VP,
tender for PCET and for registering as Aggregator under the JPP-RCS scheme.

Accordingly, it has been decided to :-

(i) Insert para 1.5 below the para 1.4 of Policy and Standard Conditions of Contract
issued vide FM Circular 11/2022 dt 13.6.2022 (Table-1 of Annexure)

(ii) | Amend the existing provisions of para 2.1.2 of Annexure-A of FMC 31/2024
(Table-2 of Annexure); and

(iii) | Amend para-5 of FMC 02/2007 (Table-3 of Annexure)

2 Wide publicity of these relaxations should be ensured. Meetings with the parcel
business stakeholders may also be held at the Zonal & Divisional levels to disseminate

information regarding the relaxation of the eligibility criterion.
