(Amendment No. 10 to ‘Leasing of Parcel Cargo Express Train Policy’)

Sub: Amendment to ‘Policy for Leasing of Parcel Cargo Express Train’- reduction ‘in Security Deposit - reg.

Ref: (i) FM Circular No. 02/2007, Board’s letter No. 2007/TC(FM)/10/3, dt. 20.02.07.

(ii) FM Circular No. 04/2016, Board’s letter No. 2013/TC(FM)/10/11 dt. 15.06.16.

(iii) FM Circular No. 16/2017, Board’s letter No. 2013/TC(FM)/10/11, dt. 18.12.17.

1. Attention is invited to Board’s above referred circulars. The Security Deposit/Performance Guarantee for Parcel Cargo Express Train (PCET) contracts, as defined in Para 8.0 of the PCET Policy (FM Circular No. 02/2007), was amended vide Para 2.5 of the Policy (FM Circular No. 04/2016), and Para 2 of FM Circular No 16/2017.

2. The matter has been deliberated upon, and with a view to liberalize the Policy, it has been decided to amend Para 8.0 of FM Circular No. 02 of 2007 as under:

8.0 ‘Security Deposit/Performance Guarantee’ -

The successful bidder shall be required to submit “Security Deposit within 30 (Thirty) days from issuance of ‘Letter of Acceptance’ in the form of FDR or Demand Draft or Bank Guarantee (endorsed in favour of Sr. DFM/PFA) equivalent to 05% of annual contract value calculated on basis of accepted Lump sum _ leased freight/accepted rate at which train is leased out for composition of 20 Parcel Vans + 1 Brake Van (2 SLR compartments of 4 tonne each), irrespective of number of Parcel Vans attached to the train. The Security Deposit shall be in the standard format in line with all instructions for maintenance, renewal and encashment issued by Accounts Department from time to time. It should be updated, checked and vetted by Accounts and Commercial Departments without fail.

3. This amendment shall not apply on the cases where tender has already been opened or contract has been finalized.

4. This amendment shall be applicable from the date of its issue. This amendment shall be applicable on fresh tenders where Notice Inviting Tender (NIT) is yet to be issued. In cases, where NIT has already been issued but tender has not been opened, Zonal railways may be advised to issue necessary corrigendum bringing out above corrections.
